The director wanted a transition using the transporter effect. I didn't think a simple cross dissolve worked, so I came up with this look by rotoing the characters out and offsetting the effect.

The effect was a combination of old and new Trek. The old part being creating a rising bubble effect lit from below. Watch the old Trek...the transporter effect was literally just rising bubbles in a fish tank. The new part is the fancy sparkles.
